Tender documents released for TBM contract
The Norwegian National Rail Administration invites prequalified companies to participate in the tendering process concerning the EPC TBM for the Follo Line Project. This contract includes excavation of the longest rail tunnel to date in the Nordic countries.

All the prequalified companies and joint ventures are invited to tender. They are required to provide an thorough description of how the company/the joint venture intends to organize and execute the work during all phases, i.e. engineering, procurement, , construction and commissioning. The description shall include information about locations for main activities. The tender shall be received within the 20th October 2014 at 12:00 local time Oslo. The signing of the contract is scheduled first quarter of 2015.
A large scale project
Companies from all over Europe and Asia have participated in the pre-qualification for the construction of what will be the longest rail tunnel in the Nordic countries. The tunnel is part of the new Follo Line between the capital Oslo and Ski public transport center.
The six joint ventures for the EPC TBM contract are:
- Acciona Infraestructuras and Ghella (Spain – Italy)
- Gülermark-Samsung-Pizzarotti (Turkey – Korea – Italy)
- Implenia Norge, Hochtief Solution and Dragodos (Norway – Germany – Spain)
- NCC Construction, Vinci Construction Grands Projects and Wayss & Freytag Ingenieurbau (Norway – France – Germany)
- Obrascon Hauarte Lain, SK Engineering and Construction (Spain – Korea)
- Skanska Norge and Strabag (Norway – Austria)
Four EPC contracts
There are a total of four major EPC contracts or turnkey contracts for the Follo Line Project: One contract including the introduction of the new path to Oslo Central Station, one contract for tunneling with TBM, one contract for tunneling by D&B and one contract for the open section Langhus–Ski, including the new Ski train station.
Facts: The Follo Line Project
- currently Norway`s largest transport project
- forms the core part of InterCity development southwards from Oslo
- 22 km new double track line from Norway`s capital to the public transport center of Ski
includes extensive works at Oslo Central Station and the construction of a new station at Ski - includes the necessary realignment of tracks for the existing Østfold line on the approach to Oslo Central Station and between the tunnel and the new Ski station
- will comprise around 64 km of new railway tracks
- will comprise a 20 km long tunnel; Norway`s longest railway tunnel to date and the longest rail tunnel in the Nordic countries
- to be excavated mainly with tunnel boring machines (TBM)
- the first long railway tunnel in Norway to have separate twin tunnels
- provides increased traffic capacity to/from Oslo
- will enable a 50 % reduction in journey time Oslo-Ski
- designed for speed up to 250 km/h
- important preparatory work started in 2013
- main construction phase scheduled to commence in 2015
